Travellers Charged Up to 10 Times the Official Fee for UK ETA Applications

The Consumer Protection Bureau (CPB) is issuing a warning to travellers following multiple cases involving excessive charges for UK Electronic Travel Authorisation (ETA) applications.

In a recent case, a consumer was asked to pay over £100 (USD) for an ETA application that costs just £16 when completed through the official UK Government system. In other cases reviewed by CPB, charges have reached several hundred dollars for the same service.

The pattern is consistent. Consumers are directed to professional-looking websites that closely resemble official government platforms. The true cost is often only revealed at the final stage of payment, by which point many users proceed without realising they are dealing with a third-party intermediary.

The UK ETA is issued exclusively through the UK Home Office and the official fee is fixed. Any website charging significantly more is not providing the ETA itself, but merely offering to submit the application on the consumer’s behalf.

A Pattern of Engineered Unfairness

CPB does not consider these cases to be isolated. They reflect a broader pattern of what we describe as engineered unfairness, where:

  • urgency is exploited, particularly for imminent travel
  • official branding and language are imitated
  • pricing is obscured until the final step
  • consumers are led to believe they are dealing with an official channel

While such services may not always be unlawful, the overall presentation raises serious concerns about transparency and informed consent.

CPB Action

CPB has begun engaging with companies involved in these practices and is assessing whether their conduct may breach the Consumer Protection from Unfair Trading Regulations 2008.

We are calling for:

  • clearer and more prominent disclosure where third-party services are used
  • fair and proportionate pricing structures
  • stronger oversight of websites presenting themselves as official services

A Growing Risk for International Travellers

With the expansion of the ETA system, particularly for overseas visitors, the risk of consumers being misled is increasing. Many travellers are unfamiliar with the process and rely on online searches, where third-party providers often appear prominently.

CPB’s International Consumer Protection Desk is already handling cases from travellers who have paid significantly inflated fees, sometimes without receiving clear confirmation that their application has been properly submitted.

Consumers are strongly advised to apply directly through the official UK Government channel and to treat any third-party service with caution.
